Opening a nail technician training school in El Paso, Texas, requires a cosmetology school permit. Obtain a floor plan of the building or space that will house the school. This space should be a minimum of either 2,200 square feet for a public school or 3,500 square feet for a private school. There must be at least 1,200 square feet of laboratory space, an office and classroom space in the building.
2Visit a certified public accountant in your area and obtain a financial statement. The cost to obtain the document will vary based on fees assessed by the accountant.
3Set up the school to prepare for inspection. All equipment must be installed and working prior to inspection by the Texas Department of Licensing and Regulation. Nail schools must have a department-approved sterilizer along with the requirements established for cosmetology schools, including four manicure tables and four stools, a suitable receptacle for used towels/linen, four covered trash cans in the lab area and a clean, dry, debris-free storage area.
4Print the "Cosmetology School Permit" application in black ink on 8 by 11-inch single-sided paper. The application must be filled out or typed in black ink and paper clipped to fasten the pages together. Attach a cashier's check or money order for the required fee of $700 (as of 2011) to the application using the paper clip. Submit the application to the Texas Department of Licensing and Regulation; PO Box 12157; Austin, TX 78711. The department will send a letter scheduling the inspection of your facility after your application is reviewed for completeness. If your facility meets with inspection requirements you will be provided with a license to operate your training school.
